The Acoustic Assessment consists of two essential documents:
- Acoustic Responsibility Statement
- Acoustic Measurement Report
These documents must be accompanied by a professional qualification declaration issued by the relevant professional body and are required in several urban planning and building control procedures.
Acoustic Responsibility Statement
Under Ordinance No. 113/2015 of 22 April, the Acoustic Responsibility Statement became mandatory and must be included in applications submitted under the Legal Framework for Urban Development and Building (RJUE).
Purpose of the Acoustic Responsibility Statement
For prior information requests or licensing procedures,
the statement certifies that the execution of the subdivision operation or urban development works complies with the General Noise Regulation.
For requests for occupancy permits or changes of use, the statement certifies that the completed works comply with the approved acoustic design. In these cases, the statement is prepared and signed based on on-site acoustic tests, carried out in accordance with the Regulation of Acoustic Requirements for Buildings.
Acoustic Measurement Report
The Acoustic Measurement Report is based on in situ (on-site) acoustic tests, carried out to verify compliance of the building’s acoustic insulation indices with the requirements set out in Decree-Law No. 96/2008, currently in force, as well as with the sampling criteria defined by LNEC.
Main tests performed
- Airborne sound insulation between rooms (DnT,w)
- Impact sound insulation of floors (LnT,w)
- Airborne sound insulation of façades (D2m,nT,w)
- Sound pressure levels of building services and equipment (LAr,nT)
- Reverberation time (T)
Based on the test results, an Acoustic Test Report is issued, concluding whether the measured values do or do not comply with the applicable legal requirements.
Importance of the Acoustic Assessment
The Acoustic Assessment is mandatory for applications for occupancy permits and changes of use. It also adds value to the property, as acoustic insulation issues are not visually detectable and may lead to future disputes.
